As a teacher who is being placed in the NSPS system, I think the whole system is a "railroad" to destroy employee rights of protection when management unilaterally crosses the line of improper assignment or interpertation of policies, procedures, and regulations. Having been a victim of management' vindictiveness concerning prvilidged communication with my congressman, I am truly skeptical of any benefit that an employee will derive from this new system. I see it as a heavy handed toool of management to destroy employee rights and eliminate any outside oversight of review. Any semblance of fairness is removed from appeals and labor management. Most employees cannot afford judicial review, but can afford to proceed to the FLRA for decisions. Discreationary bargaining is a "joke', especially with the policies of anti unionism of this administration, This system will probably work for a short while, but the best and brightest will leave because of the stiffling of creativity and independence. Independent thinkers will have to be "yes" people if they are to survive for a career under this system. Allegiance will be all. Make your supervisor happy, no matter how bad they are, and you survive. RIF scares me to death in this new system. It looks like individuals will be able to be massively terminated with little protection for the employee. Make a catagory so narrow, its good-by. The implementation of this system without thorough negotiation with existing unions tells me this is nothing more than old fashion "Union-busting" on the grandest scale since the 1920's and it all appears to be legal. I am retiring, but I feel for my colleagues and feel very sorry what is about to happen to many loyal American workers who have given their life to the service of America.What a way to reward them.
