This is the third attempt to try and send a comment and each time I have been timed out by the system. I am writing this to express my deep concern for what is going go occur with the new NSPS system. This sytem will only create situations where the "Good Ole Boy/Gal" system will be effective once again. Currently, when our facilitates has attended meeting regarding this issue they have indicated "in with the new out with the old". Our supervisors/managers have already indicated to their employees that DoD legal military lawyers will protect and represent them in any court actions. That individuals like myself with little funds can not fight a system like DoD. This is the five year that we at my base have been told that there was not enough monies to give rewards for performance that the budget was cut. Out of a staff of 11 (GS-9 thru GS-11) again only those favoriates received anything. I am a single parent, helping my family with a parent who is very sick and I can only see what's in store for me under this sytem. I may not have all the degrees, fancy letters attached to my name or titles but I am a hard working individual and firmly believe in the AF Core Values. This new system will only cause unfair work situations among employees and misery. It will not be an impartial system where everyone is treated fairly. My family served in the military and several members of my family are disabled veterans; however, I chose not to enlist in the military not because I'm not a good American citizen but because I needed to work to provide for our family. I do not have all the fancy words but I was proud to be a Civil Service employee; however, you are making that every difficult with this system. If congress had to abide by a system like this, it would not last long. I urge you to force DoD to reconsider this proposal. I firmly believe that the system will be loaded with complaints and legal actions once this goes into affect. This is a system that discriminates against the old, minorities and handicapped. Especially those who seniority in the our current system. This is wrong. It appears that those who are in high positions forgot what it is to struggle. I feel like Goliath and David --only with a difference I have no sling and Goliath (DoD) will probably win. What a shame you are destroying something that worked for years--maybe a few changes needed to be updated. You will lose good employees and add the weak at mind.
