As of this week I have 25 years of federal service. In the past eight years I have held five different job series or positions. Seven of those eight years I received an 81 together with superior appraisals. In 1999 I worked for a supervisor who did not have people skills or knowledge of his position. He had bootlicked his way into that job. He would become very argumentative and abusive when he did not know how to react to situations in which he did not know the answers. He was not supervision material. He did not have hands on experience in the 3806 series nor did he have any computer skills which were required. He felt because he had been promoted he could delegate his responsibilities to his subordinates. When I received my appraisal I received a 57 and fully successful. When I asked on each element why I had received those numbers he replied because that is what he felt I should receive with no further explanation. On one of his answers he replied my paperwork was sloppy because he did not like the way I signed my name. I was forced to utilize the local union and grieve my appraisal. I won and had my appraisal raised. Here is my point, if these people are promoted, which they will be, and have this power granted to them with NSPS people like me could lose their jobs. I have seen other supervisors who the same characteristics; incompetent, vindictive and uneducated with no compunction. Somewhere there needs to be more recourse for honest federal employees who
