I believe the current system for GS employees is a good system overall. The current system protects us from favoritism by management. Under the pay banding system is seems that favoritism will be on the rise without enough protection for the employees. It is very possible that a "Yes man" will prosper far beyond someone that is doing a good job. While under the present system it is possible for these type of "Yes men" people to be promoted, it is not as likely as it could be under the new system as proposed. There are currently ways that a good performer can be rewarded. I believe that an older employee could be discriminated against much easier simply because of age. There is no protection against this type of scenario.
