9901.373, Sub Part C Pay and Pay Administration: There is no formal guidance on the WIG buy in process in this section. Recommend that the language found on page 7561, Temporary Promotion, second sentence be added to the final regulation. 9901.300, Sub Part C Pay and Pay Administration: There is no guidance in this section regarding the payment of lump sum leave payments for seperations. Under current procedures if an employee seperates at the end of the leave year the annual leave hours are paid at the rate (higher after the annual pay adustment) that the hours are worth as if the employee had taken them at that time. The practice needs to be brought over so as to provide parity with the rest of the Federal Civil Service. 9901.300, Sub Part C Pay and Pay Administration: There is no guidance on who and under what guidanace market pay will be established. Will ther be overview by the President's Pay Council or OPM. 9901.300, Sub Part C Pay and Pay Administration: There is no guidance in the section regarding how locality pay will effect pay ranges after the inital pay range establishment, pending the establishment of market pay. Will it remain status quo or will DOD establish on its own minimum and maximum rates with out having a market pay base system established. 9901.609 Reduction in force notices. Recommend that the 60 day notice period be changed to a 45 day notice period. There is significant pre RIF planning and advance registration in PPP to allow for placement. This will enhance managemetn ablility to more rapidly reshape the workforce.
