Although the attempt to reward civilians for their performance and contributions to the DoD is a great concept, it lends to the good ole boy concept. Supervisors will have the latitude to reward those that they like and withhold from those less favorable in their eye sight. This has always been the case here at Tinker AFB and the pay banding will only serve to enhance this practice. The appraisal system has always been based on the good ole boy concept and the pay banding will only serve as a greater incentive for supervisors to reward those employee that are their friends or that they like. Employees will no longer be secure in that if you are not liked by a supervisor you stand a change of going out the door. This is not the way to go, especially now with our world situation being what it is. In summary - this is a good concept but its implementation will not serve its intended purpose!
