I am most concerned about the Rate Range Adjustment – An adjustment (upward or downward) that we will all be subject to. I feel that to adjust a GS workers' pay to a lower amount than they are currently making can cause a great hardship to his/her family and their standard of living. I feel this is an unfair and morally wrong change to our pay system. If a person is merely disliked by his/her upper management staff it seems that retribution with little to no justification under this new NSPS system can be easily taken against the employee. Justification can be easily made for such acts by management but how can these justifications be challenged? What avenue will the employee have to appeal these justifications. And how much forewarning will the employee be given in order to adjust their personal home budgets in order to minimize the obvious negative impact of a significant loss in pay? I'm very concerned about this issue!
