I have reviewed the information provided on the NSPS website and the Federal Register update. What I find is that there are still more unknowns than knowns, yet we are continuing to press. If you don't take risks you don't see results, however we are dealing with human capital here and somehow I see the workers being the ones carrying the burden, with little to no concern for their well-being. I do see some good coming out of the new system, but I must question why DOD and OPM didn't make the old system work? What will we do in 15 years, create another system?
