We don't just need to improve a so-called antiquated personnel system. We need to improve computer systems. People who work here constantly are frustrated with systems being down, new programs and updates that don't work right when they come on line, etc. You can develop and implement all the programs you want to get better performance out of employees, but we can't perform like we should when the computer systems keep frustrating us. I know this probably may not have anything to do with NSPS regulations and so on, but it is an issue that directly or indirectly involves the personnel who work here and how well they can do their jobs.
