Productivity and performance reviews are important tools in determining who should be recognized for achievement and who should be reprimanded for not performing. That said, the current NSPS does not provide valid, meaningful, objective measuring criteria and favors a subjective approach where a supervisor may pick and chose with little or no direct consequences. Further, the Union's role is diminished, leaving the employee to "fend" for him or herself. I don't believe the current system is broken, and could be improved. The NSPS however, is a radical replacement that will erode Government employee's morale even more. Those in the inner circle who have, will get more and those who work hard at their job, especially if it is not a top agenda item of one of the Government's initiatives (i.e., management's shortcomings) will be left behind. Regardless of how well an employee does the job assigned, if management is interested in its self-preservation, recognition will not follow..
