Section 9901.607 Retention Standing Item (4) "Creditable civilian and/or uniformed Service....". Change Length of Civilian Service within employee's agency. Justification - there is no criteria for 'creditable cervice', serious possibility for management/ political abuse. Long term, proven apolitical employees need greater protection than the undefined creditable service.
