Reference: Labor Relations - Subpart I, 2. Definitions "Conditions of employment is modified to exclude determinations regarding pay and pay adjustments, in addition to classification determinations." "Grievance is modified to limit grievances solely to those issues defined as conditions of employment. Grievances regarding the application of laws, rules, regulations, and DoD issuances are limited to those issued for the purpose of affecting the working conditions of employees - not those that may do so indirectly or incidentally..." 9901.903 (p.7595) "Conditions of employment means personnel policies, practices, and matters affecting working conditions...except that such term does not include policies, practices, and matters relating to - (2) The classification of any position, including any classification determinations under subpart B of this part; (3) The pay of any employee or for any position, including any determinations regarding pay or adjustments thereto under subpart C of this part..." "Grievance means any complaint - (1) by any employee concerning any matter relating to the conditions of employment of the employee" The above changes strip us of the ability to protest "any classification determination" and "any determinations regarding pay". I'm shocked that DoD would suggest removing these basic employee rights. We are taking a giant step backwards. I no longer see an advantage of civil service over private industry employment. If these changes are implimented I will be forced to seek employment elsewhere. Reference: Guiding Principles and Key Performance Parameters (p.7555) "-Agile and Responsive: Worforce can be easily sized, shaped, and deployed to meet changing mission requirements." Are they planning to "draft" the DoD civilian workforce in lieu of the armed forces? We all applied for specific positions in specific locations. If I had been aware of a requirement to be "deployable" I would have made a different career choice. Many have family obligations that would prohibit them from deploying or transferring to another region, myself included.
