1. Pay increases and/or performance bonuses are based on the employee’s performance rating. Question? a. How often will pay increases be given out and what percentage of pay? b. Will performance standards change from current standards in place now? If so, how will the process be implemented to give outstanding performers a bounus, whereas other will not? 2. The proposed pay rules also provide for periodic “rate range” adjustments, to adjust the minimum and/or maximum rate of a pay band. Question? a. Define periodic? 3. Locality pay under the NSPS pay system. Question? a. This is currently a very minimum amount of increase in pay. Will this amount increase for the Virginia area since we have one of the lowest in the country? 4. Pay Bands! Question? a. This sounds like a RIF, a reduction at any time management decides. b. Now everyone is equal in qualifying for jobs. Not fair, like me any others have for years 25+ accomplished to get where they are today. Now someone is qualified because they are in the same pay band, is ludicrous.
