I have listened to my co-workers for years complain that the Federal Government doesn' t get rid of "poor performers" and they have to pick up the workload - and yet all get the same pay. We are tired of co-workers who are "retired on the job" and only have to show up for work and do the absolute minimum and get paid the same salary as a high performer. I congratulate NSPS for turning us to a pay for performance system so that high performers get paid more than the poor performers. It's about time federal employees are paid what they are worth - whether they are good or bad employees accordingly.
