Changing the rules for who gets the boot during a RIF from seniority to performance rating first is not fair and just plain wrong. There is too much favoritism in the Government on who gets the good ratings, and NSPS will only make the situation worse. It is usually the suck ups who get the good ratings, not good performers. The system will become totally corrupt if you change these rules. It is not fair to people who have served the Government faithfully doing everything asked of them, then get the boot over someone that has been only in the Government for a year or two, but sucks up to the boss who only wants "yes-employees" working for them. If you don't consider seniority first during a RIF there will be no reason for anyone to be in the Government. It appears that this is the aim of the higher ups who have put NSPS together. These same higher ups will be long gone, enjoying a fat retirement, after they have messed up the entire DoD civil service system and left it to those remaining to suffer through.
