The implementation of "pay banding" is of great concern to me. Although OPM was a member of the initial discussions, consenus did not need to be achieved. It appears that DOD has great flexibility in creating this new system. What it all boils down to is the rebirth (if it ever indeed went away) of the "Good Ole Boy Network". This new system seems to strip employees of the few rights given them under OPM rules. I've yet to see any implementation of how this is going to work. Insecurity now reigns for the DOD employee. No more step increases for doing a good job. Now one must be "recognized" by the boss to receive any monetary award; this kind of power in the hands of an abusive boss will be disastrous. What protections are in place to prevent this from happening? I sincerely hope real "checks and balances" are being built into this new NSPS for both manager and employee. Unfortuanelty, I did not get that sense from reading the Federal Register Notice dated February 14, 2005.
