My question pertains to SubPart E-Staffing and Employment, General, Section 9901.501. This section does not specifically address the Spousal Preference Program. While a military spouse could be categorized as a "career employee" this section does not provide for the preference of hiring the spouse that has been forced to relocate due to military spouse's orders. Can this be incorporated? As a military spouse and a civil service employee of over 23 years, I will tell you that the Spousal Preference Program helped me a lot. It is difficult enough to move without having to worry about getting your foot back in the door. Lastly, and only for comment, this NSPS proposal is great and a long time coming. We have far too many employees that are getting paid for just coming to work. I just hope that as part of the implementation process DoD requires review of every position and justification of the position before converting the position over to NSPS.
