Imagine yourself going through a civilian career, achieving say GS-13 or 14 position. You are striving for more. When position is open, you apply, you know you are qualified and can do a good job. You are later notified that you were qualified, but not selected and find out that an O-6, recently retired was selected for the position. He or she never held similar position nor came up through the civilian career ladder. If this is how the NSPS process will work, then we, the DOD civilians are really screwed. This is happening very frequently especially overseas where the saying "whom you know counts and not what you know". With NSPS as it is now, this will occur even more frequently, and preselection will be rampant and will cause creation of self-centered, self-satisfying groups instead of teams that solve issues and problems.
