It appears that someone has forgotten that a lot of the work force in this area was done by the good ol boy system. With the NSPS in place this opens the floor for plenty of racism, hositle work enviroments and favortism. Since when can a supervisor who has only worked in the system for four years determine that a federal employee of twenty years be downgraded. This policy really was not thought out properly
