I have a total of 44 years of combined service (Military and Civil Service) with the DOD and to my recent memory this is the worst idea that the Dept of Def has come up with yet. It opens a huge door for abuse and very little protection for the workers. Truely, you could loose pay, not based on your performace but by not agreeing with your supervisors point of view. There are no built in checks and balances and the "good old boy system will thrive again. We are going backwards instead of forward.
