The Marine Corps has been successfully utilizing pay banding for several years now under our current system (meaning union representation; grievance processes, etc.) What need could possible justify taking away so many rights and judicial prudence of the Federally employed -- let alone disregarding veteran preference - the very population that ensures our "freedom"? I protest such measures. Not only does this new system take away many rights of the federally employed, it is another construct of this current administration's goals: to rescind the precious rights of all citizens under the bogus premise of national security. This action is no less than absolute, total police control - excluding the unions (an illegal act) is proof of this. Ms. Linda Lee Bennett
