I am in mourning because of the proposed regulations, known as the National Security Personnel System (NSPS). It seems that Lady Liberty has died. I believed that I lived in a country that valued and held the United State Constitution in high esteem. The government should not even propose a system that under mind our way of life. If we forget about the constitution in the name of National Security then the terrorist have won. The proposals seem to treat employees of our great country as the enemy. My agency has a motto “People First”. NSPS did not put people first. I believe NSPS makes it easier to mistreat employees and show favoritism. Do you really believe that under NSPS that best worker will receive pay raises and it will be fair and objective? If your answer is “YES” I have some swamp land to sell you. Right now each worker should have measurable standard. I have been working for the Department of Defense for over 20 years and my performance feed back are based on the personal judgment of my manager. I have had some good and some bad managers over my career. NSPS gives manager total power which will lead to a hostile work environment. NSPS will lead to more sexual harassment, more discrimination in the work place. I know as well as you know that these issues are already under reported. This is America – we fight for freedom abroad. Give us a proposal that emulate our values. Respect the rights of works, respect due process.
