Pay banding: I am torn between looking forward to and being apprehensive about pay banding Through a series of unfortunate events 1, BRAC and 2, eliminating military officers retirement reduction (sometimes good, sometimes very questionable) I find myself "stepped out" at a GS 13 ( I have been a GS 14) with little hope of advancement. I always get maxed in performance and award so I look forward to banding. I anticipate that it will allow me to move again. If the band is set where I am already dead ended, I will retire in 4 years and come back to do my same job at more pay plus you will pay the overhead of a contractor plus 58% of my high 3 retirement and base on my parents that will continue for 30 or so years. I understand that that would probably be the best decision for me econoimically, but I do enjoy the rolls and responsibilities of being a civil servant. I am a rocket scientist so I am fairly rare, I have no doubts my organization wants to keep me happy. Recommend banding be set such that there is incentive for the thousands of servants like me to remain in service: Rubber-banding = where you are plus 8 steps of possible advancement would keep me happy until I really want to retire retire.
