I have spent the last two weeks reading the NSPS proposal and find that the article lacks specific detail to the degree that I am unable to determine what is going to happen to me. Issues such as payband construct go largely undefined. I cannot tell which GS paygrades will fall into which payband. It is unclear what will happen as I revert from my temporary promotion. There is contradicting language throughout that says on one hand that there will be no loss of salary but on the other I will be brought back to my permenant paygrade upon conversion. Which seems to imply at best that I will be stopped at my current salary until my promotions catch up. I have a mere 16 months invested in civil service but after a 22 year career as a naval officer I can tell when I don't have enough information to make a decision. More needs to be defined before this program can be commented on by the general populace. Bottom line: you're asking me to tell you how I like my lunch without telling me what's on the menu much less letting me taste it.
