In regard to DOCKET# NSPS-2005-001 RIN#3206-AK76 OR 0790-AH82 I am opposed. I am a civil service worker since1985 and have seen many changes that have been made. Civil Service employees are now under a new rating system of TAPES which rates under popularity or as some may refer to as "brown nose" or "boot licking" with the supervisor. I have seen good hard working employees brought down because of the TAPES system. You are under the discrestion of your supervisor and if there is a personality conflict the employee is going to lose. The employers can write someones TAPE either to look good or look bad. With the proposed NSPS system I can not see things getting better only worse.
