Comments:
These proposed change is greatly undesirable. It gives to much power to management while doing very little to promote quality work. Just as good government does not start with the barrel of the gun, good employees are not created or retained with threat of adverse action. The entire premise behind this changes is misguided. I strongly oppose acceptance of all the proposed changes.
