Recently we were informed that Tinker AFB would be one of the first DoD agencies to implement NSPS. As a 30+ career employee, I'm concerned about what these changes will mean to employees like me. I believe that NSPS will promote mangers' favoritism. If funding for raises is limited will that mean that managers will use those funds to retain new employees at the expense of career employees? When I took the oath on entering federal service I took it seriously. I believed that there was a contract between the government and I. Now that contract is being broken. I worked hard to attain the GS-11 level and would hate to see that go away with pay banding.
