I have mixed feelings about NSPS. I suppose that I won't make up my mind about it completely until it has been implemented for awhile and I see the effects. I am actually encouraged by the fact that the Federal Government is trying to implement regulations that reward preformance and make it easier to get rid of "dead weight". It seems to me that this is more in-line with what private industry does and it makes sense in a lot of ways. Most of the arguments I've seen against NSPS seem to be based on speculation about how the regulations will be implemented and often seem to be blown out of proportion to support a "doom and gloom" sort of message. I understand the reluctance of many to accept change and the fear of the unknown. But you can't improve things if you aren't willing to change. I don't believe that NSPS will solve all of the problems that exist and I'm not even sure that it is the best solution, but I see things in the program that I believe are improvements. I'm sure there will be glitches and inconveniences and that some employees will be unhappy with the effect of the changes, but I also believe that hard working quality employees will gain more than they lose.
