These regs are just guidelines. There are few details--how labor categories will mesh together, how pay bands will be designed, how RIF procedures will work, how performance will be evaluated, etc. IF YOU WANT THE WORKFORCE TO TRUST YOU, I suggest you share the details before implementation. No wonder the unions think they have a case and have filed suit in federal court claiming that the department has not complied with the terms of the 2003 Defense Authorization that established collaboration requirements to give employee representatives the opportunity to participate in developing, implementing, and adjusting the labor relations system.
