It seems that DoD and OPM are trying to make the civilian workforce like the military workforce, i.e, forced relocations to other states or countries with the specter of loss of job if the employee refuses. This will cause future graduating engineers to think long and hard about employment with the Corps of Engineers if they may be forced to move to another District or another country after buying houses, raising families, looking after parents in their senior years. Morale among the engineers, both new hires, journeymen and seniors is as low as I've seen it in the 33 years I've been with the Corps. These new rules on job security are wrong and will only lower morale even further. Money is nice but a stable work environment is far better. Right now the work environment is stable, i.e., we are not being forced to uproot families, sell houses, find new schools, doctors, worry about aging parents, etc., but not with these new rules and that's what the engineers are fearing. Moves should be voluntary, not required.
