Subpart A; Section 9901.102 l thought the Personnel Demo Laboratories were exempt from any further Human Resources and Labor Relations regulations until 2008. Why do you intend to implement this in July, 2005 knowing current regulation states the period for Personnel Demonstration Laboratories to exist until 2008? To me, the NSPS is imposing on the Personnel Demonstration and replacing it prematurely. lt TOTALLY isn't fair to those employees currently participating in the Personnel Demonstration at the various labs in the country. lt doesn't make any sense to me at all.
