Dear Sir, My comment is rather of a personal one which pertains to me. I was RIF'd back in Nov 2002 from a GS-7 to a GS-5 with the Dept of Army. Since then, I was employed by the Army with a downgrade, but retained safe pay. I then took a job with the Air Force Sep 2003 as a GS-5, still retaining safe pay, and no break in service. I am wondering with this new conversion NSPS pay system, how is it going to affect me? What happens to employees who are under this type of situation?
