Comments:
If the purpose of the NSPS is to "DoD civilians gain an equal footing with their military counterparts in accomplishing the DoD mission." Then like the military counterpparts DoD civilians should get the same benefits as the Miltary, i.e the ability to reside on base and/or get housing allowance, and special loan rates so that when they are moved to and area where they are needed they will no suffer. Also like the military those in "officer equilvant ranks" should be required to rotate, but they should have more say in their final station. To be fair this has to apply to all no Grandfathering in people. Also the other benefits the military recieve other than pay should be extend to the civilian workforce. However this will not be without pain right now the military moves so fast the only contant is the DoD civilians, which willnot be the contractors or "industry" and considering recent events with enron and the like, is the leadership sure they want to put the public trust in an entity who's focus is on the bottomline no matter the consquences or the longterm outcome? Like President Bush said " I will reliy on the career civilians to help me investigate and find the truth." Well that will no longer be the case because there will be money money and incentive to work on the other side of the door.
