Pay for performance is not a new concept for federal managers and their employees. The Quality Step Increase (QSI) was always available to management to reward high performing employees. However, the QSI is seldom or infrequently used by management because of its costly, long term impact on the payroll budget. How will this same problem be avoided under the NSPS pay for performance system?
