p 7558 left column, first full paragraph This paragraph cheapens any truly collaborative process. The impact of this concept, if implemented, will formalize a "us vs. them" mentality and will create unnecessary walls between the Secretary and the Department and the Department's employees and the employee representatives. The future as describe in this document is bleak and adversarial.
