My first comment has to do with the pay for performance pay raise vise time in grade. I have worked in the privet sector and have severed in the military and have worked in the civil service for 25 years and one thing that never works well or fairly is the pay raise for performance. The results of pay bonus for performance was so corrupted and miss managed. I seen people that were not recognized for their outstanding achievement do to the bosses not likening them. I have seen favoritism nepotism run amuck. There was far greater amount of awards given to the undeserving then the deserving. This really lowered the general moral of the work force. The system where the bones is based on the shipyard as a whole works well and per motes team effort. My second comment has to do with discipline and the threat of being fired with out an appeal system to insure justice is equal for all. This is the bases of the foundation of are contrary how can this type system even be considered. My last comment has to do with the most important issue of all and that is the restrictions put on the union and the destruction of the partnership of management and the union. The is the sole organization responsible for insuring safety and health of all workers including management. The union helps keep employee moral high and thus productivity high. I believe the attempt to create a more efficient work force by force and intimidation (which is what I see the NSPS system doing) is the government shooting itself in the foot. Contrary to some misguided belief that civil servants are lazy and undisciplined This country has the most educated and motivated and patriotic work force in the world and will only be degraded by the NSPS system not improved.
