page 7560 Performance-Based Pay This system has references to the GS system. As the NSPS is implemented, the GS system is still used to limit or corral situations within NSPS. As more and more folks go toward pay for performance, the GS system will be more and more an archaic artifact maintained just to maintain benchmarks. If you want to scrap the GS system, scrap it. Use the GS system to control and guide conversion to NSPS. But once folks are in NSPS, prepare and use NSPS limits, not some bureaucratic relic. The continued life of the old GS system indicates the authors of the NSPS have not made the necessary break from old ways and habits.
