Question: I have been briefed that there would be no loss of income upon conversion to the new system. Upon implementation of this system at my location, I will be receiving annual compensation of base pay at the GS 12 step 2 level, plus an additional locality pay of $5,200.00. I will also have 8 months and 12 days towards my next step promotion. Will my new compensation include a roundup to the GS12 step 3 (for time accrued) annual pay level, plus the $5,200.00 locality pay, or will I be penalized and lose the accrued time towards the step 3, or the locality pay? If I don't receive these, this would represent a lose of income.
