It sounds as though this plan will in effect change the current system to match the civilian sectors structure. Although I think there needs to be more clarification on pay scales and other issues, I think it's a great idea. I have worked with government employees for the last 10 years, and I have always noticed an abundance of employees that do not seem to have a job although they are paid well to sit at a desk. They have good retirements and due to the almost impossibility of firing someone, they make their money and rake in retirement on top of it. I myself am considering going back for the security but I still think that this system may help get rid of all the nonperformers. For those that feel this program would promote the "good ole boys club", that club has been ongoing within the current system and I don't believe it will ever go away.
