RE: Benefits of Proposed NSPS Assuming that all supervisors have high integrity and competence in their job, this might work. However, many of the problems in the federal civilian workforce are a result of bad supervisors. A supervisor who is unfair could easily reward favorites - not those who have a high performance. I currently work with a person who is at the same grade level. This person spends much of their day on the phone, does not do anything above and beyond their normal duties, yet they get same rating and awards as I do. And I have taken on numerous extra responsibilities and have done so for years. The current rating system does not generally reflect performance accurately. It would be nice if employees could evaluate supervisors - even if it's done informally.
