General The term supervisor as proposed includes title 10 and title 5 employees. That is OK. But blurring the distinctions between title 5 and title 10 employees is a big mistake. I've been both. The military needs of title 10 employees are very different that the civilian duties under title 5. Supervisors need to make sure title 10 kinds of work are done by title 10 folks and that title 5 work is done by title 5 folks. That allocation of title 10 work and title 5 work does not need to be in NSPS. NSPS only and solely covers title 5 work and employees. A very strong barrier needs to be kept between title 5 employees and title 10 employees.
