page 7567 under 6. Affirmative Defenses The import of the first and last sentences in the second paragraph of 6 is not readily apparent to the this reviewer, the due process protections is being lessened to the employee and is being strengthened in favor of the department. This change needs to carefully vetted by employee representatives who are experts in these areas.
