p 7569 left column, collective bargaining The application of the undocumented regulations make the consultation process with employee representation more important in the proposed personal system, not less. The system as described destroys any check or balance that exists to protect employees from arbitrary and capacious actions. Even if discussions occur, they would very quickly degenerate into an acrimonious impasse.
