p 7570, left column 7 Management Rights This section goes to show the salient failure in the design of NSPS. An effective personnel system is one that allows supervisors to assign work, objectively evaluate performance, and rewards employees on their success or failures. NSPS should be the first line supervisor, employee and work package centric, not secretary or department centric. What is good for the secretary that is 6, 7 or 8 institutional levels above the actual place of work is too far removed from the day-to-day business. The major focus of NSPS should be empowering managers and supervisors to reward good work.
