As a permanent, career employee with 18 plus years of dedicated service, I believe that the proposed changes to the civilian personnel system are unfair and does not provide any protection or rights for the employee. Employees have been informed of the new system but have not received briefings detailing the proposed changes. The comment period does not provide an opportunity for employees to formulate questions and acquire a better understanding of a system that will impact their careers and well-being. Furthermore, the NSPS document for review is over 50 pages and includes information that has not been clearly defined. I have some concerns regarding the proposed system. I have worked in an organization for years that have promoted individuals based on the good ole boy network regardless of performance and years of service. To base the new system solely on pay for performance is unfair. Performance ratings tend to be very subjective. Many appraisals are influenced by favoritism than performance. There is no guarantee that the best workers will be rewarded. Also, the proposed system does not provide for an impartial appeal system to ensure employees are treated fairly.
