p 7573 left column paragraph 17. The phrase "…to properly consider the Department's national security mission…" needs to be defined. Who decides what "properly consider" means? If there is an impasse between the department and the departments arbitrator, then it becomes an issue for the federal courts not administrative fiat to decide. What is "properly" - what are the limits on "consider?" I see this paragraph as blurring the distinction between title 10 employees and title 5 employees. As written, this paragraph needs to be removed.
