p 7577 section 9901.105 This section outlines actions that OPM and the Secretary will do in the future to determine program specifics. The Federal Register doesn't need to be muddied up with mere announcements that the Secretary and OPM may do. Recommend the Secretary cancel this FRN, huddle with OPM, sort things out, when the salient features are determined, then come to the Federal Register.
