This comment is in regard to regulatory instruction # 3206-AK76\0790-AH82. This new system wishes to do away with a system that has been in place and continues to work well.The current Administration wants to use the events of 9-11 to ram-rod these changes through citing their reasons that they could not control DOD employees as needed in the interest of National Security.This is simply untrue, not a single DOD employee has denied doing his job due to any National security issues.Most stepped up and asked what we could do to help.As a DOD employee and a military guard member I volunteered to go anywhere to help my country(without question)I have several issues with the new NSPS system 1)Why was this put in place and the Unions were not involved in the drafting of the system? Is this an attempt to break the Unions? 2) Our current pay system works well,the pay for performance will create a monster,it will become a Good Ole' Boy club,whenever you include the human factor (supervisors/management) in who should get a raise it becomes very political and who is going to insure that supervision is doing their job correctly?.Talk about National Security,I'm going to be more worried if my supervisor likes me so that I can get a raise than doing my job to the best of my ability.If there is no money in the budget to give top performers how will they get a raise?3)WHY IS THIS SYSTEM NOT DEFINED MORE? Why is everthing so vague and to be defined at a later time?Nothing is spelled out in black and white there are to many things left to interpretation at a later date,when has the Gov't ever not had a clear explanation of every item in a proposal?It seems that the current Administration wants a system that they can change at any time they seem fit.4) If we are going to change the way Gov't employees work,are paid,and resolve labor issues why not involve all of us in these changes?Why not make these changes across the board to include Congress? 5) Where is a checks and balance system in the NSPS? The way I read it management has all the power and I lost all of my rights that have been given to me by the Civil Service Act. 6)How is this system legal when the bargaining Unoins had no input and very limited time to respond? I have been given 2 weeks to respond to a system that will change the rest of my career, more time is needed to get clarification and input from everyone this effects 7) This seems like a way to open up our jobs to privotization and for contractors to move in since management will be able to act immediatly and fire/hire at will 8)Why has the Administration included the part where this system cannot be repealed until 2008?Why not leave it open for changes that may need to be done along the way?These are some good questions to ask and the reasons I believe that we should leave our current system in place
