p 7581 section 9901.332 Local market supplements could be very complicated and have significant impact on pay. There is not enough substance in the FRN to make an assessment on the impacts of local market supplement. The term is proposed in the FRN, but not some structure how they would be determined and how an employee would fare in this structure. Provide more details in a subsequent FRN.
