I feel as most do that the NSPS is just another attempt by executives to cut out the middle man and hoard more power and money for their own clique. If the DoD really wanted to hire and retain quality employees, discipline problematic employees, and protect the rights of civilian workers then it would start at the top and HOLD ITS LEADERS ACCOUNTABLE for their actions and inactions. How could anyone read this stuff and think for one second that this is fair to all. The NSPS is just a bunch of fluffy tripe draped in the american flag and shoved down the civilian workforce throat. "WE ARE NOT MILITARY, WE ARE CIVILIAN!"
